What is the rationale of seeking to guarantee health by instilling fear and insecurity in people?

It is necessary to relieve the pressure that is placed on the NHS, avoid its rupture and create conditions to provide for the other health care situations. The restrictive measures that have been imposed under the state of emergency do not allow the necessary stopping of the epidemic and are simultaneously throwing the country into an unsustainable economic and social situation.
We said fifteen days ago that the declaration of a State of Emergency should be rejected.
Qual a racionalidade de procurar garantir a saúde incutindo o medo e a insegurança às pessoas?

Senhor Presidente,
Senhoras e senhores Deputados,
Senhor Primeiro-Ministro,
É preciso aliviar a pressão que está colocada sobre o SNS, evitar a sua ruptura e criar condições para que os restantes cuidados de saúde sejam prestados. As medidas restritivas que têm sido impostas a coberto do estado de emergência não permitem a necessária travagem da epidemia e estão simultaneamente a atirar o país para uma situação económica e social insustentável.
Dissemos há quinze dias que a declaração do estado de emergência devia ser rejeitada.
