"Silent occupation"

"Avante!" Article by Luis Carapinha, member of the International Department

A year after the Honduras’ coup d’état, the USA pursues the uncontrollable path unto the American continent militarization. The last assault is reported to Costa Rica’s silent occupation. The facts are simple: with Laura Chinchilla’s support, the Costa Rica’s president, the Central-American country’s parliament, approved, a “ security agreement” with the USA, days ago, which foresees the entry within its territory of seven thousand North- American soldiers, joined by about 50 war ships, including an aircraft-carrier, and more than two hundred helicopters and combat aircrafts. The reason invoked for the impressive bellicose apparatus commitment is, in short, laughing-stock – the combat against the drug traffic. Moreover, when one knows, the USA is the world greatest drug consumer and Colombia and Peru, countries situated in within the USA ‘s circle, are the two world greatest cocaine producers.

The case is very serious. Following the IV Fleet towards Latin America reactivation yet during Bush, and the president Zelaya’s estrangement, with Obama, the USA settled seven more military bases in Colombia, recuperated Panama’s strategic military presence – one of the Martinelli’s immediate presidential election results, in 2009 -, invaded the very poor and destroyed Haiti and extended the military presence within the Honduras itself, where , under the democratic façade, in result of farce elections, the coup d’état power violence and assassinations campaign, follows.
Costa Rica’s literal occupation – with absence of news, amid the “great media space” – is particularly scandalous, as well as one knows, the current Constitution in San José forbids the presence of armed forces within its territory, abolished in 1948, and proclaims the country as a peace zone. Its undoubted politicians, such as Oscar Arias, the previous president - the eternal imperialism mediator – never haggled over any efforts to improve and serve the USA’s interests within this “back garden” zone. It was under its jurisdiction and notwithstanding the strong popular rejection , Costa Rica implemented, a Trade Treaty with the USA, in 2009. It was following its trace, that Chinchilla, in which curriculum is the fact of having worked for CIA linked agencies, such as USAID, and as Arias, belongs to the International Socialist , is currently in agreement to Costa Rica become an imperialism slipper.

All refers to another relevant signal of the USA’s counter-offensive, within Latin America. Which range of action is not limited to the obstinacy of creating a cover zone in Central America and regarding the direct threat to the FSLN and FMLN governments in Nicaragua and El Salvador. The major concern and to which the Pentagon tries to respond has, as a main focus, the resistance processes, forces’ accumulation as well as changes that develop within Latin America.

Therefore, Obama carries out the Cuba blockade and intensifies the conspiracy against Venezuela and the ALBA remaining countries, at the same time he supports the great bourgeoisie’s agenda, as manifested with the Brazil and Argentina issues. To revert and defeat the unique experiences of revolutionary change and disarticulate the different spaces of the Latin-American integration, is an essential condition towards the imperialist re-colonization of the sub-continent.

The irrepressible ambition of total hegemony, obliges the world’s most indebted and parasite economy unwholesomely, to commit astronomical sums for war. In hold of the Global Immediate Attack doctrine, the imperialism super-power aircraft-carriers and naval forces, cross the world’s seas, the Persian Gulf waters and the Iranian coasts unto China’s proximities.

In the prime of the capitalism crisis, the dangers of imperialism and the USA bellicose war machine grow exponentially, hastening new tension and War focuses. A reality demanding the non - postponement and effective answers in defence of life and Peace.
