Being aware of the strong actuality opportunity of these written lines by Lenine, 90 years ago: “The imperialist wars, financial capital international policy, a policy which currently dominates throughout the world and inevitably generates new imperialist wars (…), the national yoke intensity with no precedents, plunder, exploitation, weak and backward small nationalities’ strangling, by a handful of “advanced” powers issue, is a question which, since 1914 became the cornerstone of whole policy of all the globe’s countries.” (For the October Revolution fourth (4th) anniversary, on the 14th October 1921).
Today as then and, particularly, in the week which marks the 66 anniversary of the Soviet Union’s immortal deed, crucial for the Nazi-Fascist defeat, once again, it is on to know, how many millions will perish and become mutilated in the imperialist wars, in preparation “under our eyes“. And also, at the same time, much more than that. In the nuclear era and one of the most selected death technologies, the dangers of war, weigh upon, just as Damocles’ spade, Humanity’s own survival capacity.
The reiterated imperialist focus on wars and interventions from the African coasts unto the Middle East and from this nodular region to the Asian borders, cannot make one forget the strategic action lines and the great capital treats (financial, currently as never before) over other globe areas. Such as the Latin-American continent, stage of a continental dynamics determined by the emergency of differentiated but relevant sovereign assertion, progressive change and revolutionary opportunity processes.
It is not surprising that several of their protagonists use the term “ historical change”in order to characterize the transcendental events which have marked the political and social outstanding on the other side of the Atlantic, for more than a decade and which, in the general level, find expression in the different cooperation and integration dynamics, the ALBA and UNASUR cases, culminating with the CELAC establishment - Latin -American and the Caribbean States Community. Simbollicaly, the organization constitution, which joins all the American continent states, with the exception of the USA and Canada, is pointed out unto the Caracas Summit, on the 5th July next, the date of the 200 years celebration of the conquest of the independence from the Spanish crown.
The new Latin-American institutional new building in progress, is before all, the result of the anti-imperialist and revolutionary resistence, which reaches its highest exponent in the Cuban Revolution’s example, the multiple struggle processes, during decades and the political, social and economic changes, which currently furrow their path and rehearse new ways together with cooperation and articulation mechanisms.
The hard and not rectilinear path unto the consolidation of the socialist option within Cuba, as well as the deepening of the other most relevant emancipation and change processes, which together with their own understandings place the objective of socialism within the horizon, such as Venezuela, Bolivia and Equador; the strengthening of the sovereign and progressive directions which have taken part in Brasil and within several Centre and South-American countries, are critical factors for the Latin - American change destinies, not detached from a world in deep forces’ re-configuration and realignment context.
Such does not presupose the ignorance or devaluation from its complexity and internal contradictions and, even today, the confronted current dilemmas by the new power experiences within the American continent. With the perspective of their destiny being dependent of the combined capacity in disarming the imperialist counter- offensive and carring out the force accumulation in order to settle and consolidate deep changes, meeting the broad popular masses and workers desires and interests.
