The new USA’s nuclear doctrine (NPR) was disclosed . The media highlighted a new promise of “ not making use nor threatening to make use of nuclear weapons against States which do not possess nuclear weapons, even being NPT (Nuclear Non-Proliferate Treaty) signatories and accomplish their non-proliferate nuclear duties “. The statement was presented as the current USA President’s “pacifist” gesture. But one mustn’t have any illusions.

A statement in which one does not intend to make use of nuclear weapons against who does not possess them is an important step forward, revealing how aggressive and dangerous is the planet’s greatest imperialist power. Even this modest statement seems not to have been pacific, since the NPR was revealed, many months later than scheduled. But the USA carries on holding the right to launch an initial nuclear attack against countries which possess nuclear weapons, countries where almost half of Humanity lives: China, Russia, India, Pakistan, besides the USA’s allies (Great-Britain, France, Israel). Potential nuclear attack targets, are countries considered non-proliferate prevaricators and the document makes a point in quoting two: Iran and North Korea. Besides disapproving countries which are considered not to follow the NPT, the USA’s document does not even mention countries that did not sign the Non-Proliferate Treaty. The reason is obvious: among those is Israel – the only Middle-East nuclear power and a faithful USA’s ally. Which has repeatedly threatened to attack Iran. Double standards are to last. And so that no doubts remain, the NPR literally states: “ The USA is not currently prepared to adopt a world policy, considering nuclear weapons as having as sole purpose, discouraging a nuclear attack.” The NPR states the USA is willing to impose their non-proliferation view, together with” the control of all vulnerable nuclear material, within four years time”, allowing to foresee that the “pacifist” belief in truth promises will be used to reinforce the imperialist power aggressiveness.

Some facts mustn’t be forgotten: the USA detains the greatest military budget in History, equal to the whole /total of the military expenses in all the other countries together. It is engaged in multiple wars and aggressions. Engaged in space militarization and the development of “ a weapon they might fulfil the void [ resulting from nuclear arsenal cuts] : armed missiles with conventional ogives, able to reach any target throughout the planet, in less than an hour “(in Washington Post, 10.04.08). This new offensive system is named “Prompt Global Strike”. The Washington Post describes Lavrov, the Russian Foreign Affairs Minister ‘ reaction: “ The States throughout the world, will hardly accept a situation in which nuclear weapons might disappear, but not less destabilizing weapons could appear within the hands of some of the international community members.” Leonid Ivashov, the military reserve Russian general, uses a less diplomatic language: “ the Prompt Global Strike has as a goal the USA’s monopoly sustenance in the military sphere and widen the gap with the rest of the planet. Together with the installing of missile defences, which have as a purpose the USA’s immunity towards Russia and China’s retaliation attacks, the Prompt Global Strike will turn Washington into a global dictator in modern ages. Within its essence, the USA’s modern nuclear doctrine is a new strategic security, better described as a total impunity strategy.
The USA is increasing its military budget, launching NATO as its world gendarme and plans real life manoeuvres in Iran in order to test, in practice, the Prompt Global Strike ‘s initiative efficiency. At the same time, Washington keeps on stating a totally free world from nuclear weapons”( quoted from a Rick Rozoff’s article, in www.globalresearch.ca, 10.04.11). The just and necessary global denuclearization passes by the imperialist militarism defeat.
