Mandate Verification Committee Report

The Mandate Verification Committee examined the documentation concerning the election of delegates for the 21st Congress.

618 delegates are present, whose mandates are confirmed by the Mandate Verification Committee, as they are in accordance with the rules and Regulations for the debate in PCP and the election of delegates, following the verification of the minutes of the Elective Assemblies and the attending delegates’ credentials.

The Mandate Verification Committee examined 27 delegate replacement processes, of delegates for their alternates elected at the same assemblies, being the regularity of the election verified according to norm 18 of the Regulations for the debate and election of delegates.

The Congress preparation (holding of elective plenary assemblies, but also having many other assemblies do discuss the draft political resolution and several other meetings, namelly of Party organisms) required an enormous commitment and dedication of thousands of Party members across the country. Both in their collective participation and in their individual contribution, which, in the current context of the epidemic situation, required an increased and highly valued effort.

It was with work, commitment and dedication of the entire Party, of its members and organizations, that the XXI Congress was collectively prepared, in a democratic, participated and fraternal way, allowing us here today, to once more, reaffirm the Party democratic life, ensuring that the result of the 21st Congress expresses the will of our enormous party collective.

Comrades,

305 Elective Assemblies were held, 432 delegates and 619 alternates were elected.

The minutes of Elective Assemblies show that the respective Organisations' leaderships proposed 399 of the effective delegates, which corresponds to 92,4%, 22 were proposed by the Assemblies and 11 by merging proposals.

The following rulings applied:

• The proportionality of 1 delegate per 120 members, referred to rule 14 of the Regulation.

• The norm provided in nº 16 that allows the use of the election of more delegates, up to a limit of 10% of the global proposal of each Regional Organization.

• The possibility of grouping organizations with less than 120 Party members, as provided for in rule 17 of the Rules of Procedure.

Respecting the Party's Statutes and the Regulations for the election of delegates to our 21st Congress, the members of the Central Committee, the Central Control Commission, Party members who are part of the JCP National Board are ex-officio delegates. Also included, are the comrades to whom the Central Committee intended to attribute the status of delegates, taking into account the nature of their party tasks or responsibilities in mass movements, as provided for in rule 22 of the Regulations. There are six delegates in this condition, fully respecting the maximum limit of 1%.

The social composition of our Congress, with a broad majority of workers and employees - 52% of the delegates - industry and services´ workers, confirm the class nature of PCP, party of the working class and all workers.

As for age distribution, is as follows:

• 80 delegates under the age of 30;

• 270 delegates between 31 and 50 years old;

• 162 delegates between 51 and 64 years old;

• 106 delegates over 64 years old.

The average age is 48.5 years with the youngest delegate being 17 and the oldest 84 years of age.

Among the delegates, 69 comrades joined the Party after the last Congress.

Of the delegates present, 36% are women and 64% men.

The Mandates Verification Committee highlights the wide range of delegates' placement at different levels of the Party's organic structure.
Of all the delegates, 58 are both members of the Party and the JCP.

Proving our Party's strong connection to workers and population, 60% of delegates are leaders of mass movements and organizations, with 22.7% standing out as union leaders, delegates and members of workers' commissions.

Noted also that 37.9% of the delegates are elected in several local and central government organs.

In conclusion, the Mandate Verification Committee considers that the process of delegate election for Congress is in conformity with the Party's rules of democratic functioning and norms established by regulation, fulfilling the necessary conditions for the legitimacy of the 21st PCP Congress decisions.

The Mandate Verification Committee salutes all delegates present, builders of this great Congress, which will certainly contribute to the strengthening of our Party, its connection to the masses, the working class and all workers, contributing to organize, fight and advance for Democracy and Socialism.
