Dear Comrades,
    Accept comradely greetings, on behalf of central committee of Communist Party of Pakistan for holding international meeting of communist and worker parties.
    CPP has decided to participate in the meeting at the highest level and all the preparations were underway for that. However, on 30th October we received a message from the embassy of Portugal that completion of visa processing was not possible before 14th November 2006.
    It is regretted to inform that Comrade Imdad Qazi, Secretary General, Communist Party of Pakistan will not be able to participate in a very important event under these circumstances. A summary of speech to be delivered by comrade secretary general and the brief history of CPP are being dispatched for distribution among the delegates of the meeting.
    We believe that the discussion in the meeting and decisions taken there would be a milestone in the communist movement.

Summary of speech by Comrade Imdad Qazi

Dear Comrades,
    Our world is not so beautiful today as it used to be in not so distant past. The unchecked continued exploitation of nature for making un-proportionate economic gains has rendered it and its environment quite ugly. The very existence of the globe is at stake due to detrimental ecological changes caused by the lust for huge profits permitted under capitalism.
    Mankind is not only confronted with the ecological problems but is also facing a number of social, political and economic problems due to this system based on exploitation.
    The capitalist world itself has been facing irresolvable crisis. The available options with imperialism to resolve its crisis are the real dangers with which we are confronted today.

Dear Comrades,
    The roots of existing crisis of imperialism can be traced to tremendous increase in production due to astonishing automation. This leads to two logical consequences in imperialists centers. Number one is increased unemployment leading to economic and social crisis culminating in political turmoil in these countries. Number two, it has become inevitable to search new markets for surplus production. The dumped surplus production of imperialist countries requires redistribution of international markets. This compulsion has forced imperialism to embark on following dangerous path.
1.Bulldozing the national economies through introduction of new liberal economic policies and structural adjustment programs.
2.Capturing natural resources of world especially oil and gas reserves.
3.Imposing war and war like situation on the world.

Globalization and so called war against terrorism are the practical manifestation of these policies.
Ruining of economies of developing countries and imperialist subjugation of countries having vast natural reservoirs are the imminent dangers in the international scenario. The process is well underway and Afghanistan and Iraq are the first victims.
Imperialists have long pinned their eyes on energy resources of the world, especially those of Middle-East and Central-Asia. Afghanistan, Pakistan and Iran are the shortest routes for transportation of oil and gas reservoirs of Central-Asia. Densely populated countries of Asia are the lucrative markets for surplus production of advance imperialist countries. Imperialist strategy is based on these geographical realities. This entire area is the focus of all imperialist maneuvers. Occupation of Afghanistan and Iraq, threats of war to Iran, Syria and North-Korea, brutal use of force in Palestine and encouragement of centrifugal forces in independent states of the area are all manifestations of imperialist strategy.

Comrades,
In spite of all evil designs, we have reasons to believe that defeat is the ultimate fate of the imperialism. The signs of socialist dawn are visible all over but especially in Latin America.
The success of radical democratic movements in Latin-America is a source of great encouragement for all progressive democratic movements of the world. These political changes having a tilt towards left have taught many lessons to the socialist movements. The successive victories in the area have vindicated the usefulness of tactics of united front. The notion that revolution comes only through the barrel of the gun can be refuted with more confidence.  We must, however, not be mislead by these triumphs. Sustainability of changes has to be assured. It must be understood that sustainable revolutions are brought by well organized parties having route in the masses. Revolutionary changes brought by unorganized mobs may prove temporary and Jamal Nasirs’ may easily be replaced with Anwar-us-Sadaats’ by the anti progressive forces. If the communist and worker parties of the world can draw correct conclusions from the events of Latin-America, the prospects for socialism are very bright.
This meeting is the suitable forum and this is proper time for taking important decisions. Communist Party of Pakistan presents following three proposals for consideration by the distinguished delegates.
1.Formation and announcement of international and establishment of its permanent secretariat.
2.Coordinated efforts by the leadership to strengthen the world socialist movements, including regular visits of countries of fraternal parties by the members of the secretariat.
3.Issuance of regular international journal just like international Marxist Review. Launching of satellite channel for propagation of rational ideas.

I thank all the comrades especially the comrades of Portuguese Communist Party for extending the best possible hospitality to the delegates of the communist parties.
